From Addis to Belém and Luanda – On the Road to COP30 and the 7th AU–EU Heads of State Summit, Africa and Europe recognise climate change as the defining global challenge of our time, threatening lives, ecosystems, and economic stability. Investing in climate adaptation and resilience is critical to safeguard communities, strengthen well-being, and drive inclusive and sustainable development.
Africa faces the world’s highest climate vulnerability, with 17 of the 20 most climate-exposed countries and 33 Least Developed Countries. Limited finance, infrastructure gaps, and growing debt pressures hinder adaptation, yet Africa also holds enormous untapped potential: a youthful workforce, abundant natural resources, and communities already demonstrating innovative, locally-led adaptation solutions.
Why This Brief Matters
The AU–EU Policy and Action Brief on Climate Adaptation provides key opportunities and priority actions to reinforce Africa–Europe cooperation while advancing national priorities, continental interests, and global climate leadership. As COP30 (Belém, Brazil) and the 7th AU–EU Heads of State Summit (Luanda, Angola) approach, Africa and Europe have a unique opportunity to reposition adaptation at the heart of a transformative partnership.
Joint Priority Areas
The Brief focuses on three priority areas:
- Financing Climate Adaptation – Unlocking resources, reforming financial systems, and mobilizing domestic and private funding.
- Boosting Africa–Europe Coordination – Strengthening policy, institutional and expert collaboration to turn commitments into tangible results.
- Technology Development, Transfer, and Knowledge Sharing – Leveraging R&D and innovation, business models for adaptation, and peer-learning.
Investing in adaptation is not a cost but a high-return opportunity, creating jobs, strengthening fiscal and social stability, and advancing climate action.
