AEF at COP29
- The Africa-Europe Foundation
The 2024 United Nations Climate Change Conference, more commonly referred to as COP29, will be held from 11-22 November in Baku, Azerbaijan. This represents a key opportunity for the Africa-Europe Foundation (AEF) to contribute with strategic insights and pragmatic pathways for enhanced cooperation at the nexus of climate, development and finance. AEF engagements will be anchored by high-level conversations on adaptation action and finance, carbon markets, critical energy transition minerals, green industrialisation, and blue economy, while touching upon the role of commitment tracking to accelerate delivery and progress in the context of the Africa-Europe Partnership.

12 November – Africa Pavilion

AEF will join forces with AUDA-NEPAD and the Arab Republic of Egypt and co-host a high-level panel discussion at the Africa Pavilion on Adaptation and Resilience in Africa. The panel will present the AUDA-NEPAD Centre of Excellence on Climate Adaptation and Resilience, hosted in Cairo. The Centre, to serve as a hub for innovative research, knowledge generation, and capacity building, will drive Africa’s climate adaptation and resilience efforts. It also represents an opportunity for future cooperation, including with the EU, as well as a place to anchor AEF’s work on adaptation action and finance.

AEF will partner with AUDA-NEPAD and Afrexim Bank to co-host a high-level side-event on Carbon Markets at the Africa Pavilion. With global cooperation on carbon markets entering a game-changing phase with the finalisation of Article 6 rules under the Paris Agreement, the panel will discuss the latest state-of play in terms of EU-Africa cooperation on carbon pricing and markets. It will also seek pragmatic pathways for enhanced collective action, notably in the context of the Article 6 and the new AU-EU policy and programming cycle that will start in February 2025, on the back of leadership change at the African Union Commission.
14 November – SDG 7 Pavilion

AEF will partner with SEforALL to co-host an inaugural Africa-Europe High-Level Policymakers Meeting on Critical Energy Transition Minerals (CETMs) at the SDG 7 Pavilion. The meeting will lay the foundation for a renewed approach to cooperation on critical energy transition minerals. It will explore how Africa and Europe can redefine their cooperation on critical energy transition minerals, addressing current challenges while unlocking new opportunities, including for achieving SDG 7 and driving locally led industrialisation. The meeting will build on the recent UN-convened panel on Critical Energy Transition Minerals’ report.
15 November – Regional Climate Foundation Pavilion

AEF will partner with the Climate Platform Action for Africa (CAP-A), ECDPM and Bellona, to co-host a closed-door meeting on future green industrialisation in the context of the Africa-Europe Partnership. Building on preliminary findings emerging from the AEF Research Consortium, this meeting will explore how to capitalise on mutual benefits: where Africa’s resources can help meet Europe’s decarbonisation needs, while Europe’s demand can support Africa's green industrial growth. With this inaugural meeting, the co-hosts will seek to identify opportunities for sustainable and equitable industrial development, ensuring alignment between African and European policies and visions for industrialisation.

AEF will partner with the Indian Ocean Commission (IOC) to co-host an Africa-Europe High-Level Policy Dialogue on Ocean Governance and Blue Economy at the Madagascar Pavilion. This timely convening will precede the IOC Heads of State Summit and the 3rd UN Ocean Conference, both set to take place in 2025. Coinciding with the recent release of the Africa-Europe Ocean Roadmap “Roadmap Towards 2030: Co-driving the Africa-Europe Ocean Partnership”, an action plan and policy guide to steer AU-EU ocean cooperation, the meeting will call for mainstreaming blue economy as a strategic pillar of the Africa-Europe Partnership.
