AEF at the 7th AU-EU Heads of State Summit

The 7th African Union–European Union (AU–EU) Heads of State Summit will convene in Luanda, Angola, from 24–25 November 2025, marking a defining moment in Africa–Europe relations. As 2025 marks 25 years of AU-EU cooperation, the Summit represents a historic opportunity for both continents to step forward together—redefining a transformative, forward-looking, and mutually beneficial partnership guided by shared values, common interests, and a joint vision for sustainable growth and stability.
Amid global transformation, geopolitical shifts, and a rapidly evolving multilateral landscape, the Africa–Europe Partnership stands poised to act as a stabilising force and multiplier of progress.
In this context, the Africa-Europe Foundation (AEF) has launched the #RoadtoLuanda25, a cross-continental initiative designed to bring fresh thinking, bold ideas, and diverse voices to the heart of the Africa–Europe partnership.
The Luanda Summit will place a strategic emphasis on economic integration, trade, multilateralism, green development, digitalisation, migration, mobility and human development.
Programme at a Glance
The Africa-Europe Foundation’s proposed programme combines meetings of high-level roundtables and panel discussions from Africa and Europe, with dedicated sessions on areas of cooperation that hold promise.
Key activities include:
- A Strategic Dialogue underpinned by yearlong engagement with South Africa’s G20 Presidency on Taxation and Sustainable Finance.
- 2 High-Level Policy and Investment Roundtables co-hosted by the Africa-Europe Foundation , and launch of AEF-led research and investment products.
AU–EU Youth and Civil Society Forum
Thursday and Friday, 20 - 21 November
This Forum will bring together young leaders, innovators, and civil society organisations from Africa and Europe to exchange perspectives and develop policy recommendations on issues including youth employment, innovation, climate resilience, governance, and social inclusion. The outcomes will inform leaders’ discussions at the Summit.
Africa Europe Foundation will be represented by a delegate from the Cohort of Youth Awardees of the special edition of RoadtoLuanda25 call.
Africa-Europe High-Level G20 Tax Symposium

In partnership with the Government of South Africa, the Summit represents a pivotal moment to showcase the South African G20 Presidency legacy and align priority sectors of AU-EU cooperation.
The Tax Symposium will facilitate dialogue between African and European representatives on Domestic Resource Mobilization (DRM) and Illicit Financial Flows (IFFs), including highlighting the partnership’s role in implementing international tax reforms and strengthening effective tax administration, and addressing the priorities of low-capacity economies in designing and delivering international support.
Africa-Europe High-Level Roundtable on Catalysing Capital Flows and Investment

The strategic focus on catalysing Africa-European capital flows will need to be achieved within the broader context of a shifting global economic and political environment, increasing volatility and attractive low-risk, high yield options.
This Roundtable focuses on the following issues we need to solve: (1) There is an increased acknowledgement that Africa and Europe must find a new way to work together – the current modus operandi does not work – and it has to be in a more equal partnership model; (2) Africa is working to find a new development pathway, where investments are also funded by domestic resources, so a larger part of the returns can stay on the continent and there is a greater say over the important positive externalities in terms of job creation, national competitiveness, foreign exchange, capacity building, environmental standards; (3) European companies and politicians have an increased appetite for increasing resilience and hence also create new value chains and partnerships; they need to have strong partners in Africa that can deliver at a level they are experiencing in parts of Asia today.
Held on the margins of the 7th AU–EU Heads of State Summit, under the Private Sector Engagement segment of the AU–EU Business Forum, and organised in partnership with AUDA–NEPAD and UNIDO, this High-Level Investment Roundtable will bring together leading figures from Africa and Europe — including policymakers, project implementers, and financiers.

This convening will mark the launch of the strategic research, “A Strategic and Economic Case for Africa-Europe Cooperation and Investment in Transition Minerals”.
The meeting will present findings and areas for action from the research and paper to serve as a blueprint for enhancing cooperation and unlocking investment to realise the two continents’ competitive interdependence and revamp the Africa-Europe Partnership and will convene key AU and EU stakeholders to discuss the opportunities in the sector.
